Rideau By-laws of Interest 1995
This summary was assembled by the Carleton Golf & Yacht Homeowners Association as a list of some of the by-laws in Rideau Township of interest to new residents. The CGYHA assumes no responsibility for the accuracy of this information. These by-laws will be replaced by the City of Ottawa sometime in 2001 or 2002. Appearance of Properties - By-law 106/75
All properties in the Township must be properly maintained and kept free of anything that constitutes a health, fire, or safety hazard. Every occupier of a property shall keep such property clean and orderly to a standard not materially lower than that prevailing in the neighbourhood: this includes a requirement that the property be kept mowed, trimmed and free of weeds.
Property Standards - By-law 71/87
All yards shall be kept clean and free from rubbish or other debris and from objects or conditions that might create a health, fire or accident hazard. Any vehicle, including a boat and trailer, or part thereof, which is in a wrecked, discarded, dismantled, partly dismantled, or abandoned condition shall not be parked, stored or left in a yard.
Discharge of Firearms - By-law 7/92
This By-law prohibits the carrying or discharge of any loaded firearm within certain restricted areas. The restricted areas include Long Island, Nicholl's Island, public lands, open road allowances, and anywhere within 450 metres of a place of worship, public hall, registered subdivision or the Rideau Osgoode Township boundary.
Dogs - By-law 84/89
This By-law requires that all dogs and dog kennels in the Township be licensed. A kennel means any premises where more than three dogs are kept, bred, or boarded. This By-law also prohibits the running at large of dogs in the Township.
Dogs - By-law 15/94
This by-law prohibits dog owners, other than those persons who are blind, deaf or have some degree of certain disabilities, from permitting dog waste to be placed on other than the property of the dog owner. No offence is committed if waste is deposited on a property if the person immediately causes such waste to be picked up and removed to his own property.
Littering - By-law 12/80
The Township of Rideau prohibits the disposal of wastes on municipal lands, roads, road allowances and in any watercourse.
50th Wedding Anniversary
In commemoration of the 50th Wedding Anniversary, the Clerk, on behalf of the council, will send flowers to residents celebrating this special occasion.
Line Fence Viewing
Only as a last resort, Line Fence Viewers may be brought in to settle a dispute over fences. Line fences are those fences which mark the boundary between an owner's land and adjoining lands. If adjoining owners cannot agree over the maintenance or reconstruction of a line fence, fence viewers can be brought in to settle the matter. The fence viewers will view the fence line on site, and then come to a decision called an award. An award describes what each neighbour must do or pay.
It should be noted that fence viewers can make awards with respect to which section of fence is to be built by each owner, or who should pay what proportion of the cost. Fence viewers cannot determine the location of property lines. To do this, the parties must hire a qualified land surveyor.
Motorcycles on Municipal land - By-law 63/81
This By-law states that no person shall operate a motorcycle on any municipal land except upon a road, road allowances or any other area designed and maintained for use by vehicle traffic.
Noise Control - By-law 102/81
This By-law was established to regulate unnecessary or excessive sounds or vibrations, as well as specific prohibitions by time and place. This includes persistent barking by dogs. Please be a considerate neighbour, and if you have questions as to the hours during which certain activities are permitted, contact the Municipal Offices.
Open Air Burning - By-law 93/85
Each year our Fire Department is called upon to extinguish grass and brush fires which were intentionally set and got out of control. This results in heavy fines and a bill from the Fire Department for the recovery of their expenses. The onus is put upon both the person who set the fire, and the owner of the property to ensure that they can keep control of the fire. The Township urges all residents to check with the Fire Department for the current fire rating, and details of the Open Air Burning By-law.
The By-law. provides that no fire shall be lit or maintained except: While supervised by a person who is at least 16 years old; where the fire can be kept under control with the available manpower and equipment available; with regard to the wind and other weather conditions; with regard to the construction and capacity of the fireplace; with regard to the fuel used and the combustibility of nearby materials; in accordance with other By-law. requirements.
Protection of Topsoil - By-law 39/78
No person shall remove topsoil from a property without a permit unless the removal is for a purpose exempted from the need for a permit in the By-law., where over a three month period, less than five cubic meters of topsoil is removed.
Signs - By-law 84/82
The sign control By-law. states that any person wishing to erect a sign in excess of certain sizes requires a permit.
Snowmobiles - By-law 55/81
No person may operate a snowmobile within 450 meters of a place of worship or a registered subdivision:
- between 8:00 PM Saturday and 1:00 PM Sunday;
- between 8:00 PM and 8:00 am for the balance of the week.
Snow Removal - By-law 79/89
Residents are reminded that in order to provided for efficient snow clearing operations: snow or ice shall not be deposited as to obstruct any fire hydrant, or any sidewalk, shoulder or road that has been snow plowed.
Swimming Pool Fences - By-law 81/89
Every owner of a swimming pool shall erect and maintain around it a fence with a locked gate of a minimum height of 1.2 meters (about 4'). A building permit is required.
Traffic and Parking - By-law 1/90
No person shall park so as to interfere with the clearing of snow. No person shall park on a road allowance between 1:00 AM and 7:00 AM from November 15th to April 15th. Fines are issued for both offenses and/or vehicles may be towed away at the owner's expense. The By-law. includes other restrictions on parking and traffic.
Permits and Licenses
Birth Certificate:
Applications are available at Township Hall.
Birth Registration:
The birth of a child that takes place within the boundaries of the Township
must be registered with the Township Clerk.
Building Permit:
A building permit is required anytime a building is erected, altered, moved
or demolished; however, there are exceptions. There may be other approvals
and permits required depending on the work being done. Applicants must contact
the Rideau Township Chief Building Official.
Dog License:
All dogs over 3 months of age must be licensed. Licenses can be purchased
from the Finance Department at the Township Hall on Roger Stevens Drive. Licenses
are to be renewed annually (during January of each year).
Entrance Culvert Permit:
An entrance culvert permit is required anytime an entrance is installed on
a Township road. An application for the permit is to be made to the Works
Superintendent. Call 489-3744 for further information.
Kennel License:
To keep more than three dogs on a premise requires a kennel license. Proper
zoning and other requirements are necessary.
Lottery License:
The Township will issue lottery licenses (for bingos, raffles and Nevada tickets)
to non-profit organizations in support of charitable purposes. For information
contact the Township Clerk or By-law. Enforcement Officer.
Marriage License:
Marriage Licenses are issued by the Township Clerk. Appointments are necessary.
The license is valid for three months, but must be issued at least three days
before the wedding. One of the parties must apply in person, and proof of
age of both parties is required.
Mobile Canteen License:
A business license is required to operate a mobile canteen or chip wagon anywhere
in the Township. Contact the Township Clerk or By-law. Enforcement Officer.
Road Cut Permit:
A road cut permit is required before any excavation of a Township roadway.
Applicants must meet all By-law. specifications for reinstatement of the road
allowance. Applications are to the Work Superintendent.
